Section 2 amends the Township Use Table in Section 2.07 of the Zoning Ordinance to establish Data Centers as a conditional use in the Limited Industrial (I-L) Zoning District. Section 3 amends Chapter 8 of the Zoning Ordinance to include Data Center as a conditional use in the Limited Industrial Zoning District. Section 4 sets forth parking space requirements for the Data Centers and accessory structures. Section 5 sets forth the specific criteria for the Data Center use and includes application requirements, building placement and orientation standards, lot dimensional criteria, mandatory height, buffer yard, and setback requirements, noise and vibration requirements, power, water, fire, and safety criteria, and environmental requirements. Section 6 establishes the severability of the Ordinance. Section 7 addresses conflicts with existing Township ordinance provisions and Section 8 establishes that the Ordinance shall take effect upon adoption. A complete, true and correct copy of the proposed ordinance is on file and may be examined or copied by the public at the Penn Township Municipal Building, address referenced above, Monday through Thursday, 8:00 A.M. to 4:00 P.M. PUBLIC NOTICE Pursuant to the Surface Mining Conservation and Reclamation Act, notice hereby is given that State Industries, Inc. P.O. Box 1022, Kittanning, PA 16201 has made application to the Pennsylvania Department of Environmental Protection for renewing its existing surface coal mine permit and the related NPDES permit - PA0211401. The current mining permit 10920112 was originally issued on December 20, 1993 and will expire on December 18, 2026. This renewal does not contain revisions to the existing operation and is for water treatment only. The operation is located in Concord Township, Butler County and is known as the Rodis Dayen Mine. The 22.6 acre permit area is situated North of SR 1010 (Hooker Road) approximately mile North of the intersection of Hooker Road and Troutman Road on properties of Buffalo Valley Ltd. and Steve Blauser. The receiving stream is Bear Creek, tributary to Allegheny River. The Hilliards and East Butler PA., U.S. Geological Survey 7.5 minute topographic map contains the area described. PUBLIC NOTICE CLINTON TOWNSHIP, BUTLER COUNTY, PENNSYLVANIA PUBLIC HEARING ON PROPOSED 2026 COMPREHENSIVE PLAN NOTICE IS HEREBY GIVEN that the Board of Supervisors of Clinton Township, Butler County, Pennsylvania, will hold a public hearing pursuant to Section 302(b) of the Pennsylvania Municipalities Planning Code, Act of July 31, 1968, P.L. 805, No. 247, as reenacted and amended (the MPC), on October 26, 2026, at 3:15 P.M., at the Clinton Township Municipal Building, 711 Saxonburg Boulevard, Saxonburg, PA, 16056. The purpose of the hearing is to receive public comment concerning the proposed 2026 Clinton Township Comprehensive Plan (the Proposed Plan). TITLE OF PROPOSED ACTION: Resolution of the Board of Supervisors of Clinton Township Adopting the 2026 Clinton Township Comprehensive Plan. SOLICITORS SUMMARY: The Proposed Plan is a 65-page, twelve-chapter policy and planning document intended to update the Townships 2017 Comprehensive Plan and guide the Townships future growth, conservation, public investment, and land-use decisions. It describes Clinton Township as a rural and residential second-class township comprising approximately 24.3 square miles and states an overall vision of maintaining the Townships rural character, managing growth, limiting unnecessary public costs, preserving natural resources and agricultural areas, expanding choices for landowners, and supporting appropriate residential, commercial, and industrial development. The Proposed Plan includes the following provisions and subjects in reasonable detail: (1) an introduction stating the Townships planning history, community vision, and general objectives; (2) an inventory of the natural environment, including topography, natural resources, natural gas, water resources, watersheds, and natural-diversity resources; (3) an inventory of historic structures and discussion of the Clinton Township History Commission; (4) population characteristics and trends, including popul-ation density, movement, and socioeconomic conditions; (5) housing conditions, types, age, occupancy, vacancy, household characteristics, values, future needs, and goals; (6) transportation and traffic conditions involving public transit, airports, railroads, waterways, and roads; (7) recreation, open space, greenways, agriculture, agricultural-security and farmland-preservation programs, transfer of development rights, and a smart-agriculture initiative; (8) economic-development conditions and planning; (9) existing land uses, community-development goals and objectives, and a Future Land Use Plan; (10) public, semipublic, community-service, utility, public-safety, educational, recreational, library, senior, shopping, cemetery, postal, media, and solid-waste facilities and services; (11) Township government, codes and enforcement, land-use ordinances, energy conservation, oil and gas development, capital improvements, hazard mitigation, nutrient management, and natural and historic preservation; and (12) goals and recommended implementation measures for the Townships future. The Proposed Plans principal goals and implementation measures include: conserving environmental quality, significant open space, trees, water resources, and natural features through mapping and existing land-development, stormwater, and flood-plain regulations; directing planned development to locations supported by adequate water, sewer, transportation, and public-safety infrastruc-ture; preserving viable agriculture through education concerning agricultural-security and easement programs, possible zoning-map updates, and subdivision controls that permit limited development while retaining agricultural land; protecting existing and future neighborhoods, providing opportunities for different housing types, and minimizing blight; supporting emergency, community, utility, park, recreational, cultural, and historic resources; coordinating with utilities and requiring development-related utility improvements; enhancing the Community Park, trails, green space, and other recreation opportunities; managing development-related traffic impacts, coordinating with PennDOT and Butler County, maintaining roadway and stormwater infrastructure, considering a transportation impact-fee study, and addressing road impacts associated with oil and gas activity; supporting appropriate commercial and industrial development in the Victory Road Industrial Park and along Route 228 where public water and sewer are available; supporting agricultural businesses and tourism; encouraging public participation and intergovernmental cooperation; and periodically reviewing and updating the Comprehensive Plan. The Proposed Plan is advisory in character and will guide later municipal decisions. Its adoption will not itself amend the Township Zoning Ordinance, Zoning Map, Subdivision and Land Development Ordinance, or any other regulatory ordinance. Any later ordinance or map amendment will require the procedure applicable to that separate municipal action. Following the hearing, the Board of Supervisors may consider adoption of the Proposed Plan by resolution at the same public meeting or at a later public meeting. If the Proposed Plan is substantially revised after the hearing, the Board will hold another public hearing pursuant to public notice before voting, as required by MPC Section 302(b). Adoption requires the affirmative votes of not less than a majority of all members of the Board of Supervisors under MPC Section 302(c). EXAMINATION AND COPIES: The complete Proposed Plan, including its maps, charts, textual matter, tables, appendices, and other materials, may be examined without charge during regular business hours at the Clinton Township Municipal Building, 711 Saxonburg Boulevard, Saxonburg, PA, 16056, on Monday through Thursday from 9:00 A.M. to 3:00 P.M., and on Friday from 9:00 A.M. to 12:00 P.M. PUBLIC NOTICE MINING PERMIT RENEWAL Pursuant to the Surface Mining Conservation and Reclamation Act and the Clean Streams Law notice is hereby given that Seneca Landfill, Inc., P.O. Box 1080, Mars, PA 16046, has made application to the Pennsylvania Department of Environmental Protection (DEP) to renew their permit (SMP # 10210101) to conduct surface coal mining activities at the Seneca Mine. The permit was originally issued January 28, 2022. There are no changes proposed to the approved permit with this renewal application. The mine site is located in Jackson and Lancaster Townships, Butler County. This site is known as the Seneca Coal Expansion Mine. The issued permit area is 65.6 acres. The mine site is situated to the north of Hartmann Road, to the east of Little Creek Road, to the south of Swain Hill Road, and to the west of Route 528; approximately 0.6 mile northeast of the intersection of Hartmann Road and Seneca School Road. The receiving streams are Unnamed Tributaries to Connoqu-enessing Creek (WWF), warm water fishes. The Evans City, PA U.S. Geological Survey 7.5 minute topographic map contains the area described. PUBLIC NOTICE TO THE RESIDENTS OF MARS BOROUGH AND ALL INTERESTED PARTIES: On Monday, October 5, 2026, the Council of Mars Borough will hold a public meeting at 7:00 P.M. at the Mars Borough Building, 301 Arch Street, Mars, Pennsylvania 16046. Code 93 to protect, maintain, reclaim, and restore the existing and designated uses of the waters of this Commonwealth. B. Preserve natural drainage systems. C. Manage stormwater runoff close to the source, reduce runoff volumes and mimic predevelopment hydrology. D. Provide procedures and performance standards for stormwater planning and management. E. Maintain ground-water recharge to prevent degradation of surface and groundwater quality and to otherwise protect water resources. F. Prevent scour and erosion of stream banks and streambeds. G. Provide proper operation and maintenance of all stormwater best management practices (BMPs) that are implemented within the municipality. H. Provide standards to meet NPDES permit requirements.
